Tree cutting permit in Sainte-Julie

Tree cutting permit, Sainte-Julie

On its website, the City of Sainte-Julie outlines its commitment to the principles of sustainable development. This has resulted in, among other initiatives, a tree policy.

This policy is intended to recognize the role that trees play in the community. The policy is broken down into several objectives with concrete actions. The goals include increasing knowledge about trees and preserving the City's tree heritage. This policy can be downloaded from the City of Sainte-Julie's website.

We have provided some summary information on this page to make it easier for you when you have a tree to cut down. However, this information has no official status.

The zoning by-law is the main document that outlines the requirements for tree removal. Make sure you have an official copy and also find out if there are any other potential regulations that may apply to your situation. Finally, it is wise to validate your interpretations directly with the City.

Certificate of authorization for tree cutting

Abattage d'un frêne par Emondage Sainte-Julie Pro dans le Ville de Sainte-Julie.
According to the zoning by-law of the City of Sainte-Julie, a drastic clearing of the branches of a tree constitutes felling. When you wish to cut down a tree on the territory of the City of Sainte-Julie, it is necessary to request an authorization from the Urban Planning Department. There is a pdf form that can be downloaded online, specifically for tree cutting, entitled "Formulaire de demande Certificat d'autorisation d'abattage d'arbres" (not to be confused with the application form for a building permit or certificate of authorization): https://ville.sainte-julie.qc.ca/uploads/html_content/Environnement/2020-10-01_-_Formulaire_abattages_arbres.pdf.

An inspector will visit your home to assess the situation.

When an application is accepted, the permit is sent to you by e-mail or by mail, depending on the box checked on the form.

On the form, you will have to make a sketch in the space provided or attach your certificate of location. You will have to locate the trees to be cut down as well as any other element present on your property. In addition, you will have to specify for each tree the number of the reason for the felling, according to the legend presented in the application form.

You will also have to identify on site your trees concerned by the felling request.

The completed form must be sent by mail or by e-mail to the Urban Planning Department, which is the place to contact for more information regarding the tree cutting or the permit. (See contact information at the end of this page).

Acceptable reasons for cutting down a tree

You should obtain a tree cutting permit if the tree is dead or suffering from an incurable disease or if it shows signs of decay over more than half its branches. If pruning is not sufficient for a tree that is a safety hazard, you should be able to cut it down. A tree that is causing damage to property (public and private) and no other means will solve the problem, or if it is interfering with the growth of another large plant or if it is a restrictive species, these are also valid reasons for cutting it down. The case of a tree that prevents the carrying out of public works or a construction or development project is normally accepted. Any location that an arborist confirms is inappropriate is acceptable. The removal of an ash tree is also permitted.

Note that simple inconveniences caused by falling leaves, flowers, fruit, shade from an arboricultural specimen or sap flow do not justify the removal of a tree.

The felled tree may have to be replaced; however, there are restrictions associated with certain species. There is a minimum tree requirement (conditions are specified in the zoning by-law); however, cedars are not counted.

Some zones have special provisions for tree removal, such as agricultural, woodland, or woodland and forest corridors of metropolitan and wildlife interest.

There are tree protection measures mentioned in the zoning by-law. They may affect your situation.
